Method 1: Google Photos (Best Free Option)
Google Photos has a built-in PDF converter:
- Open Google Photos and select the image(s)
- Tap the Share icon
- Tap Print
- Tap the dropdown that shows your printer → select Save as PDF

- Upload your image to Google Drive (or use an image already in Drive)
